Cell Phone Violation

Hello,
I reside in Irvine, CA and I received a 23123.5(a) cell phone violation. This is my first cell phone offence, I saw a notice on your site that said the first ticket does not require traffic school and will not add a point to my record. However, the police officer stated that there would be a point added to my record and my insurance would go up on the first offence. Could you confirm? Thank you.

I do have speeding ticket from May of this year which I completed traffic school already, what are my options?

I received a speeding ticket during COVID that I need to take traffic school for. I'll be paying for the ticket soon but right now I have a question about the traffic school. Is this online Traffic School available during the coronavirus shutdown? Or what is the procedure for COVID?
