I started my online traffic school course for San Francisco without court permission and can't get through to the courts

Hello, I started my online traffic school course for San Francisco without court permission. I didn't know I needed court permission and I've been trying to contact the court for the last 2 weeks. Seems like the office is not open and I need to get permission so I can take my final exam. What should I do please help me?
